In 2024, the Board of Directors and staff at Sexual Assault Support Services (SASS) worked closely to create a fresh and focused Strategic Plan. This plan reflects the values and goals that drive us forward. The process of developing the new strategic plan also gave us the chance to refine our Mission, Vision, and Values and to shape a “Theory of Change”, which map out how we turn resources into solutions for survivors.
Our six-month planning journey brought together an eight-member SASS committee and strategic support from Steinkopf Strategies. Along the way, we sought input from fifteen community partners and two funders to get valuable insights on where we stand and where we can grow.
Some of our goals are urgent, guiding our actions in the short term, while others set our long-term priorities for the next several years. Together, these goals strengthen our support for survivors of sexual violence and drive us toward a safer, more just future. Here are the strategic priorities lighting our path forward.

Urgent Priorities
Addressing the Housing Crisis and Supporting Basic Needs for Survivors
We know that the housing crisis deeply impacts survivors of sexual violence. To address this, we’re working to secure flexible assistance funds that can help survivors with safe housing, as well as other essential needs like transportation, medical care, and basic living expenses—providing vital support on their journey to healing and stability.
Building Board Capacity and Community Engagement
To strengthen our impact, we’re focused on building our Board’s capacity to support SASS’s mission. By growing our Board, deepening community engagement, and enhancing fundraising efforts, we are working to secure sustainable support for survivors and broaden SASS’s reach across the community.
Short-Term Strategic Objectives
Expanding Statewide Advocacy Training and Services
We are developing standardized advocacy training to offer statewide, aimed at strengthening the capacity of service providers and partners. This training will be tailored to meet the needs of these organizations, with some opportunities for fee-based services to ensure sustainability and access for the broader community.
Developing More Support for Male-Identified Survivors
We are committed to strengthening our ability to serve male-identified survivors of sexual violence. This includes developing specialized resources, training, and outreach to ensure they have access to the support and services they need in a safe, inclusive environment.
Expanding Youth-Based Intervention and Prevention Programs
We are focused on developing youth-centered intervention and prevention programs beyond the school setting. This includes creating accessible resources and support for young people, offering both prevention education and direct intervention services for those at risk of or experiencing sexual violence. Our goal is to ensure these services are available in community spaces, reaching a broader group of youth who need support and education.
Expanding Staffing Capacity for Sustainable Support
We’re focused on expanding our staffing capacity to better serve survivors. This includes growing our most popular and impactful programs and also exploring contracting opportunities with mental health professionals to provide immediate and long-term support.
Long-Term Strategic Objectives
Building Fund Development toward Liberatory Funding
We are focused on enhancing our fund development efforts by seeking diverse and sustainable funding sources that align with our mission. This includes exploring flexible funding opportunities and prioritizing sources that support our values of justice and liberation, while maintaining current partnerships that help us meet immediate needs. Our goal is to ensure long-term sustainability through funding that empowers survivors and promotes systemic change.
Planning for a Stand-Alone Clinic
We are working to identify the next steps for planning a stand-alone clinic designed to provide specialized, trauma-informed care for survivors of sexual violence. This clinic will be dedicated to offering forensic exams, medical care, mental health, and advocacy services in a safe, confidential space, separate from other healthcare settings. By creating a stand-alone clinic, we aim to ensure that survivors receive the comprehensive, compassionate care they need in a setting specifically designed for their unique needs, removing barriers and increasing access to vital services.
Strengthening Collaboration to Drive Systems-Level Change
Our goal is to deepen and expand our collaboration with community partners, finding new ways to work together as a coalition to drive systems-level change. This includes building staff capacity, refining our messaging, and identifying strategic opportunities for collective action that lead to meaningful, lasting improvements for survivors.
